I think your gun is a starter pistol. It fires blanks and was used to start races. It looks like the contents of the leather pouch was medical supplies.

Neat. The satchel is WWII era and it seems to have contained medical supplies for use in treating victims of gas attacks. The paper is headed "Inhaltsverseichnis der luftschutz-gastasche" which means "List of contents of the air raid gas bag".
