Is this 1983 penny a strike error?

I found this 1983 D penny that looks like the D is double struck

Yes it is The mint stamp is done seperate from the coin stamp and what you have there is a double stamped mint coin.

So what do you think the price of an error like this would be because i couldn't find anything on this coin with a double struck mint mark

I'm sorry , but I disagree. At one time the mint marks were added to the die, but I believe by 1983 the mintmark was added to the master die.

I don't think the mint mark was added to the dies until 1990. Gpurs...
