Saved this from a house clean out! 1982

Hi everyone! Recently I have found a kind of bicycle bell. Unfortunately, I cannot identify it. I've surfed almost the whole Internet and couldn't find the the equivalent! Supposedly, it is a part of vintage French bicycle. The words written there are "cycles", "dujardin" and "seclin"
