locker tag

found on a lawn in Elmira, all I could find was the 'Elmira Water Light & RR co.' It appears to be for a locker key. Perhaps a 'time tag'. I cant find any more referece to the rest of the markingdson the tag. Might anyon e here help out??? thanks in advance--- da Prof
