two piece brass buttons

When this popped out of the ground I was certain I had a CW coat button. Anyhow, it has a couple holes in the back that appear manufactured. Are they air holes? Unfortunately, no decoration or makers mark so am pretty sure it is civilian. This my first such strange 2-piece non-military...
