Personally I really like the patina as it is - I have no idea if a Colonial era relic like this is similar to Federal period antique furniture - you hear it said "never clean antique furniture " whereas old domestic silver ( for use at table ) it's just fine to clean and polish it . I'm curious to see what the relic experts have to say about your buckle .
 
I think the patina on that buckle will start to flake off as it dries out. But I also think it will look better after that happens. You can use Renaissance Wax or a light coat of mineral oil to shine it up once the flaking has stopped. Or you can brush it off with a toothbrush to save time and then shine it up.

I'm with JoeDirt, keep the patina. Nice find, I'm still looking for one of those, I have only found pieces.
