I think I have seen that exact same symbol on something but for the life of me I can't remember what or where.... It's a really neat piece!

This looks like a (miniature) roman legionarie's shield or scutum, but with a much more complex decoration, with many more lightning bolts than on regular Legions' shields.

The more elaborate pattern make's me think maybe it's supposed to be a Gladiator's shield from a statue maybe?
Not antique of course a more "modern" repro but old nontheless...

But that is all I can contribute to it's ID.

It seems to be some sort of shoulder epaulette judging by the type of fasteners on the back. Designed to slip over the cloth shoulder strap on a uniform. I'm just not having any luck finding the design any where.

It reminds me of this:

Not saying that's what it is but I suspect it has something to do with radio or radar operations during the mid-20th C.

I think I may know what that is ! Maybe from an "Electric Belt" a quack medical device. It looks like there is a place on there for a wire to attach.
