1800's luggage tag?

Morning guys. I was digging recently when I uncovered this tag. I was unsure what exactly I had but did a little research and found out that it is possibly a baggage tag from the mid 1800's. It was found about 5 inches deep under some pine straw near a very old tavern in western, Mass. I've never dug anything like it so if anyone has any info on bag tags it would be greatly appreciated.

I believe it's from the early 1900's issued by the insurance company of the wearer (policy holder) incase of an accident.

I completely forgot there is writing on the back that helped me get some info but didn't take a picture before I left for work. Gonna check it out and post a picture later
