1800s Tallio Fox Cufflink and...Nuclear Identity Tag

Southeast coast War of 1812 site impacted by Hurricane Matthew...On land away from the water found this cool Fox cufflink and along the beach area found orange tag from NNSY (Norfolk Naval Ship Yard). Covered up most of it - asked one Navy guy about contacting someone and he said don't bother. May not relate to Nuclear weapons, could be nuke material/disposal or something else. Any ideas?
