1874 Dog tag? And Wilmington P W & B Baggage tag?

Can anyone confirm if this is a dog tag it’s bigger than others I have found

Don’t think it’s a dog tag. Has neither a location nor does it say “dog license/tax”. I’m fairly sure it’s a baggage tag.
