1914 vin or serial plate??? Help

Anybody have any ideas what this is? Seems to be a vin or serial number type plate. It looks like it was riveted on? It is not a 1914 buick vin plate I confirmed that with a buick club. Maybe an old tractor? It was found in a 1900 house yard in Iowa. Any thoughts or ideas would be appreciated. 20190513_201110.webp

I can't tell the size, but could be a Dog Tag riveted to the collar.

Although the shape reminds me of a dog tag, those I've found (though not as old), list the issuing county or jurisdiction. What metal is this made of?
