1915 dog tax tag

So this is my second dog tag from before the 1920's and this one is in better shape and seems a little more abnormal. It's round which really surprised me. I posted this in today's finds and somebody recommended I put it in here to see if I can get some more info.or maybe a value on it, it's in really good shape.. Let me know if ya got anything...

Nice find. I found a dog tag also from 1939. Mine is made of copper. Yours looks like metal.
