1918 arizona auto tag

Found this item in a downtown Phoenix lot.
It reads: O.L. Neill
Glendale
Arizona 1918

It looks like it belongs on a key chain because of the hole at the end of it and the size is appropriate.
I thought it might just be an I.D. tag, but with the date on it and the car, I'm thinking maybe it has something to do with automobile registration?

Any help would be appreciated.

Very awsome fine AZ.
I'm with you it does look like it goes on a key chain. Maybe back then they had to have name tags or it might of came from a carnival or fair. 1918 might be when he was born.
Hopefully someone can help.

Looks like a elongated penny (where you put in 2 quarters and a penny into machines at tourist attractions) They used to have holes in them for wearing on a necklace or keychain- nice find!

Excellent find, check out this Johnson Smith catalog from the 1920's. The KKK tag was kinda scary.
