1937 Washington state license plate from mystery hole

I thought this was an odd find, a washington state
license plate buried in Va? there seems to be 2 handles
in the hole but I cant even budge it, the detector is
still going crazy over this hole, I'm hoping there's more
down there, if I can only get to it, but it isn't easy with
just a trowel and screwdriver lol

Maybe you have the car buried also?
 

You have a naval shipyard near you and we also have an old naval shipyard here in wa. It is possible that someone from here traveled there to go to work at that one. What ever the reason it wound up there its cool. I'm looking forward to see what else you pull out of that hole.
