1943 D Steel Cent Error?

I recently received 2 boxes of pennies from a local bank and in the box I found 68 wheaties. 10 were steel. One of them seemed a bit odd. First off it was almost uncirculated condition. Second, what I noticed was that the Denver mint mark was not in the usual place. It is actually directly under the "4" in 1943 and slightly touching it. Also, sorry for the poor quality picture. It would be great if somebody with greater knowledge than me could tell me if in fact it is an error and an estimate on what it could be worth.

Really cannot tell from the pictures. Tell us a little more about the appearance of the cent. Does it appear to be re plated?

There are 3 RPM (repunched mint marks) for the 1943D. These have the appearance of a doubling of the D. Have not heard of any D misplaced.
