No one can tell me if this is a mint error or something different??

I see you have posted this twice under different headings You should remove one. As stated on the other thread This appears to be a die fill error

trdking is correct.....it is what is known as a "filled die error". During the minting process some grease or dirt got into the area of the die where the last digit is, and therefore prevented the image of the final number to come up. Filled die errors are rather common and as such have basically no value as a collectible but are still something nice to find.

Common parlance for this type of error is “greaser”. This term only covers grease or oil filled dies.
