It could be a cud. When a die has a piece break off the metal from the planchet will flow into that break creating somthing like what you have there. For it to be a cud though, that segment must be higher than the background of the coin.
It also may be a lamination peel. That is where the "mixture" of metal that was used to make the planchets had air or dirt or something mixed in it. After minting the imperfect planchet will or can peel away sections of the coin.
It may also be post mint damage if the coin was struck on the edge by something pushing that section over.

It is kinda hard to tell from the picture.

Depends on what some one wants to pay for it. Check ended auctions on ebay for a similar type. If I had to guess I would say 5-10 bucks max. But I am no expert.

does it look like it is peeling or does it look pooled up? peeling is a lamination error pooled up is a cud here is a pictures of a lamination error I found

its Pooled up. Its higer then rest of the penny.
