I think it's just a plating issue. Circulated zinc cents can have all kinds of weird looking problems after they get some corrosion going.
 

They didn't use different sized of Mint Marks, thinking this is mainly a plating issue.
 

Good eye and good to get opinions and learn coin errors can be valuable though this does look like post mint damage

Copper plated zinc cents, such as yours, can easily have plating issues that disguise themselves as errors. At least to the novice. Once you have learned enough about the manufacturing of coins, the more easily you will recognize these plating problems, and how they manifest visually.

Another thing that you will learn is recognizing mint marks. Each coin type has its own size and design mint mark. Historically, when marks were applied at individual mints, we would see them improperly applied from time to time. It is completely different today, since the marks are incorporated as part of the die design, and not applied separately.

Definitely a spot of corrosion from where the copper plating split.
 

I agree with the rest. The two "D's" are different sizes. I would say plating issue, or post mint damage.
