In 1984 all one cent coions are made of zinc and then electroplated with copper. The copper is now gone from this coin and it was removed after minting, imo.

If you take a modern Lincoln Cent and cut into it you will see nothing but zinc...

Just a beat up Lincoln. If steel, it is a counterfeit. Time for more coffee.
