1984 Steel Penny??

My grandma was looking through her old coins and sent me this picture. I’m not sure if it is just beat up or not, but it looks like the other steel ones she found. I don’t have a picture of the reverse, but I just want some input if this could be a possible error.

In 1984 all one cent coions are made of zinc and then electroplated with copper. The copper is now gone from this coin and it was removed after minting, imo.

If you take a modern Lincoln Cent and cut into it you will see nothing but zinc...

It might have been electroplated as a part of a chemistry experiment.
