1989-D bad planchet?

I have a 1989-D dime that i got in some change a few years ago that has a thick copper rim. The rim cuts off some of the 9 in 1989 and on the reverse the rim is right up against the UNITED STATES OF AMERICA and cuts off some of the bottom of ONE DIME. I have read that it may be a bad planchet and some of the copper core has leaked out.Does this sound right and what kind of value would it have?The first pic shows the rim VS. a normal one. Post mint wear/ damage?
 

I dont know i just thought to put it on my scale and it only weighs 2.19 grams and a regular dime weighs 2.26
 

Diver Down do u think it would lose weight in the dryer?
 

Definitely dryer coin. It can lose weight in the dryer.
