2018 dime Is this considered an error

Might be a doubling die error.
 

It is machine doubling. The coin "sticks" temporarily while existing the dies and if you notice the bottom "image" is flat.

Those are Die Chips that are caused due to small chips of metal being missing from the Die. Unlike Die Breaks, chips of metal out of the Die don't normally cause Die Failure but the Die is usually retired from use when these are noticed by Mint employees.
