80 CWR not silver, one painted coin and a bunch of stickers

I got 80 CWR at the bank today, no silver. It seemed like every 50 coins had a colored round sticker on it. At first I thought it might be a CRHer's dump bank, but the stickers make me think it might be from the penny arcade at the local mall.

Anyhow the only thing I found was a colored state quarter. It seems to be professionally done
