A buckle?

I found this yesterday in an area with a military history. It looks like a buckle but there is nothing distinguishing on the front...any ideas?

Remember, I am in Canada...no Civil War.

Looks like the horse brasses we get over here. Normally with initials on it. Maybe lost before it was incised.
