I found this while dumping my coins in the coin counting. I assume it is a religious figure but I have no idea. It weighs 25.6g and slightly smaller than an Ike coin. Is it made of silver?

IMO, if it isn't marked STERLING or have a mark for platinum (or gold), I assume it is of a lesser metalic value.
Are there words around the legend on the 'heads' side?
