I guess I still don't understand what the tag is for. No number for retrieval so it wasnt for reclaimjng after arrival. Was it attached to baggage? Was it a sign that you paid a fee to carry on? Thanks again!

That is just the holder that attached to you bag. The two checks had the numbers. What does the back look like Is there a place to slide a check into.?

This item is called a shell check:

Shell or Special check - A larger size tag with
bent sides. The sides are designed to hold an insert. The insert is made of
either metal or paper. They will always have a road name, but will never have a
number. The number is always on the insert.
