I have bullion versions of 10's and 12's. All have a matte appearance to them.

They sell a "proof" strike, and a "BU" strike.
 

The proof and uncirculated versions sold from the mint would have mint marks from West Point, San Francisco, or Philadelphia. The bullion versions sold through the mint's dealer network should not have mint marks.

Where did you acquire the more shiny 2012 coin? Do you have multiple eagles from multiple years that are that shiny? If so, did they all come from the same seller?
 

I got the 2012 out of a roll at the local coin shop. I have several of them.
