an old ink blotter(?)

I found this at an area of old foundations from the early 1900's. It is very heavy, as if iron or lead. You can see the size of it beside a quarter. The bottom of it is flat and rounded and when it sits flat, it rocks. Looks like 2 metal ears on the top. I thought it might be:
an ink blotter?
an old stamper?
the 3 small things on the side almost look like an 'artillary shell emblem'.
Any ideas?

old ink blotter or "rocker" would also be my guess. Found alot thats similiar but couldnt find any with your style handle??? But i think thats what it is

Just a guess but it is constructed so,"over code"for ink.Perhaps metal shaping tool.vice mounted...metal shaper.webp
