I think it's the surrounding for a bilge pump, it's lead, has a picture frame profile and has three square tack holes, but I don't know.

An almost completely ruined level for making surfaces even with the ground on a construction site?

Maybe a sacrificial anode for a boat used in salt water? it might be zinc if so.
Most likely Zinc, I see evidence of corrosion. Lead in the environment is forever.

There are company's that specialize in mining the oceans for old sunken ships that had lead as ballast.

Radiation free lead and it's worth a small fortune.

It's definitely lead, with square tack holes, I think the shape almost looks like a coving of some sort.

That is "newer" type.... that is used and bought like that today... i am thinking the item in question is "old style".
