another unknow from ATV Trails

At least this one is clearer than the rusted hulk that I had last time. This item has markings form 1/8 to 7/8 inch on the bar sticking out at left. DOn;t know when they started using machine screws but this item has one on top and one on bottom.

any ideas?

looks like a bicycle bell mount the lever slides ?

The item does not slide at all. No moving parts on this and I don;t know what the markings would have been for.

WHat Angelo is suggesting was a little adjustment plate that adjusted the amount of the blade coming out of the plane like he shows. This would be for thinly shaving the wood or thicker wood shavings.
