antique vin number plate? and farm equipment ??

found this number plate under about 10 inches of ground in a wooded forest in New Hampshire . Along with it i found about 30 of these bracket type things. And a possible License plate frame ?? Looking to identify all. The metal brackets are magnetic and were found all in a small area about 10X 20 feet in size under 10 inches of root invested soil. Some were held together with bolts and some were loose, Some pieces are smaller as you can see but all appear to be made out of the same metal. The rectangular pieces are about 13 inches long and have "James mfg co fort atkinson wis" "James way X185A"stamped on them. Appears to be farming equipment still in business today in Canada. help would be great

I'm fairly sure those are a type of scaffold clamp. Imagine them used to connect metal tubing together to form a structure
