antler tools were sure used, but the tip of the antler was most likely the working end. I don't know the relevance of the grooves at the other end. anyway a deer antler would never have survived in the environment you found it for that length of time and in that condition.
it was modified for a purpose however and someone sure used it as a tool. IMO
 

I have found a lot of Antler artifacts in the past 30 years or so and I have never seen one that was grooved like that on the broken end. Can you show pictures of the tip? That would most likely be the working end if it's a Tool. Have no idea what purpose the grooves would serve.

Heres a few pictures of some of my Antler artifacts. Some Antler Arrowpoints and Flakers, some Antler Drifts, and some cut pieces of Antler.

Normally little grooves in antler are chew marks from animals, but I have no idea what made those.

Neat find.

JMO the grooves in the end are almost perfect in the same width, it looks like a modern tool made those cuts. Hand cutting with a stone would not be that repetitive in shape an size.

Yes, it looks like a modern cutter lopped it right off the main beam in one chomp.
