Jeff is on the money. Down my way there is a jewelry store called antwerp diamonds. On their radio commercials they talk about how they bring their diamonds in from belgium and how that's where the name comes from. My 2 cents.

I don't think there's much doubt that this is a jeton (counting token/medal) or game counter, as most of the European listings for it refer to it as a jeton.

Penning is Dutch (an official language of Belgium) for medal.

I believe that Jef V. D. Linden is simply the name of the diesinker (designer or token maker)— probably an abbreviation for Jwef (or Josef) Van Der Linden— a name difficult to research because there are well known modern-day Belgians of the sanem name.
