I think I just figured it out its a curb stop

Looks like the stem out of a spigot

Looks like the inside part of an old stop and waste water valve. They wer used to shut the water off to a house and it would line up with a drain hole allowing the water to drain out of the house water lines.

Its the water shut off valve at the end of your property you have to use a tee handle key to shut off and turn on your water

Ahh .. I see .. living in the country with cisterns and well water all my life, I never had any dealings with those.
