not sure it represents Buddha. I really don't know, but isn't Buddha usually depicted as having a really fat belly? the smarta$$ side of me thinks they look more like Sleestaks

Google Cambodian Buddha. Skinny Buddhas, no fat belly, and same type of head gear.

Definitely Buddhist. Incense burner. Incense is a big deal in Buddhism. The figure is Buddha Amitabha. I have no idea on the age. It looks oldish, but I am no expert on cast brass - especially in a picture... I would guess it is from someone's home alter.
