even though yours has straight slotted screws, my first impression is late 1940's to early 1950's. However, I found a pair on ebay with one identical to yours but with a different base, and painted as well, which I think looks goofy.... anyway, they claim theirs is late 1800's.... I think this is based on one by Arthur Waagen. In this search there is one like yours (also missing sword) that claims to be an unsigned Waagen. Then there is one with much crisper details, and lacks the seam marks, etc. that is apparently signed by Waagen...
