It Was Found 20' From Where The Old Pocket Knife Was Found 3 Weeks Earlier, It Looks Some Sort Of Precision Instrument With Small Springs In The Slot.....Added The Pic Of The Pocket Knife As Well To Maybe Help With The Date......Found Outside Of Front Royal VA. Looks like a muzzle loader cap holder for faster loading of the cap???

that is a more modern era -- number 11 type percussion cap loader --for a side lock type muzzle loader--- the spring tip holds the cap in place until you put it over the nipple and strip it off by pulling --it will hold about a dozen or so caps normally --to load it you pull back the knob past the hole on the backside and drop the caps hole side down--then let the spring loaded knob come forward --you have to manually push the knob to advance the caps until it forces one into the tip clip-- which holds it until use

ps ---- I have a similar one which I use when muzzle loader hunting with my 50 cal side lock --that's how I know what it is..

the pocket knife due to the shape / design of it (clasp knife type design) -- I would say is much older say civil war era or even earlier
