Boxcar seal. It would have a wire running through it and looped through the eye of the hasp on the boxcar. It would have to be cut off at it's destination and if cut off early it would be a sign of theft or tampering with the cargo. Used extensively on cars of liquor, arms and ammo during WWII, etc. Basically it was to keep honest people honest such as employee pilfering. Wouldn't work for security. A similar kind of seal is on most electrical meters and truck cargo boxes to prevent and detect tampering. Monty
