Well i am no expert but I think you can compare this buckle's "technology" to modern buckles I have seen and you use the hooks to tighten a belt.

Hmmm, I agree with buckle but it also looks like it could be an old overall strap buckle or suspender buckle maybe?
Maybe an old pack/strap buckle used to cinch a strap of some sort?
