Looks like a rifle butt plate. The fact that it's concave is throwing me off though.

Yeah the concave part has me wondering too. I figured possibly pistol butt plate or something but the concave makes me scratch my head wondering too.

It's a fishing "spoon". Hole in one end for line and the other for the hook. Usually, they were painted in a wide striped pattern, mostly red and white. Some were chrome plated and left shiny. Sometimes they are called "red devils". You could get this one working again if you wanted.
