Probably need to clean it up a bit for an identification, maybe tap it with a hammer to get some of the rust off.

Looks like a part from a wooden spring wagon, they had lots of strange looking braces and brackets.

Here are some better pictures. Hope it helps. You will notice there a little prong nubs one side at each end. I will soak it in vinegar for a week so to clean it better.
