This belonged to my brother in-laws grandfather who was a merchant marine back in the 40s. Any ideas on its purpose or origin?

A tool of his trade. It is called a “ Rigging knife .”

I have never seen a Marlin Spike with tweezers either, but they would be of use at times, in certain jobs. That is a unique , old knife & you should treasure it. I would just guess it is of European origin , late 1800's . BUT, that is a guess.
