I agree with dg39. EENDRACHT MAAKT MACHT is the Dutch national motto, and combined with the image of the springbok, or jumping antelope, the emblem of South Africa, it suggests that this item might have something to do with the old Dutch Zuid-Afrikaansche Republiek.

Also, it looks as if it might be a cut-out brooch made from a coin or medal of some sort.. Is the reverse blank?
