Any ideas?

Seeing if anyone knows what this small pipe thing is. Pictured are all the items dug to get an idea of periods. Was somewhat deep and is made of brass. Threads on one side and looks to be broken off at the other. Also shows a pretty detailed design on it. Any suggestions are welcomed. Thanks for looking and have a great day!
