Pics are a bit fuzzy but it looks like you have a die chip in the "8" of the 1983, not sure about the 84. For those that collect chips the '83 is a nice little find.

The 84 is probably a misaligned die.
 

I agree with TwoYewts on the 83, and if the "extra line" on the 84 is what I'm seeing (under the Y in LIBERTY), I think that might be a die chip as well. Let's see what some more seasoned posters think.
 

Try being more specific about where you see the line on the 84.
 

Looking at the pic of the 84 again it is quite obvious that it's a plating bubble. Press it with a toothbrush and I bet it will collapse.
 

The 1983 definitely has Die Chips in the "8" in the Date. The 1984 appears that it could have a dropped letter from the Reverse of another coin stuck to it or struck into it.
