Anyone good with vintage dog tags??

Hi everyone. I found this hunting today (out with Etrac007 and Pocket Spill this morning). I tried to find the rest of it, but no luck (perhaps it rang up as trash; the area I found it in was VERY trashy). This part rang up on my detector as a solid dime hit. Found it at about 2 1/2 inches down. Looks as though it has been deliberately cut, or was sliced by a mower blade. I would like to find out what year it's from. City of Chicago dog license, number 12560. Pics below. any help is appreciated, thanks. Todays clad totaled $3.85, most of it coming from a medium sized tot lot.
