It's a piece of modern souvenir memorabilia from The Lord of the Rings movie franchise The inscription is in Tolkien's 'Elvish' and usually reads "One Ring to rule them all, One Ring to find them" on the outside, and "One Ring to bring them all and in the darkness bind them" on the inside.

we did bookmakers several years ago we would get book marker a tassel and a ring and assembled them.We got bags of 1000 rings I may have seeded some of them while out detecting sorry lol. It was a time when money was short we had a 1000 paper route also. Job shut down and moved to Texas . life goes on
