Cool find. I'm not exactly sure if it's not post-mint damage, but they could be die gouges/breaks i suppose. :-\

i have quarters ranging from the 40's to the 60's and they are all like that i think that they must have changed the design hh
 

They re-defined all the details on most of the coins a few years ago, so the newer ones, have more distinct detail.

Look at the nickel, an older one Jefferson has almost smooth hair line, the newer ones more detail in the hair and on the reverse, his home also more detail.

Sorry, you just have a quarter....
