The silver thing is a bic lighter holder -
 

Without seeing the top I would agree bic lighter holder.
 

The three little eagle pins are called ruptured duck pins, issued to WWII US troops leaving at the end of the war.
 

The BIC lighter holder is open on both ends, is that right, or should it be closed on one end?
 

It could just have a flange that keeps the lighter from going all the way through. It looks like a cheapo one not made of sterling.
 

the silver pin with '25' is a 25 year civil service pin and should be sterling silver
