art nouveau broach?

I dug this very recently at a house built in 1892 it appears to be almost like a cameo broach but it is made of tin and looks like it was attached to a backing of some sort. Anyone seen anything like this?

Looks like part of a womens hair brush set, early 1900s

Yes - likely part of a vanity set- but the "tin" idea has me a bit baffled ,these were typically sterling silver -these sets often included a brush,
a comb , a mirror , a cosmetics jar with a sterling lid etc.
