Artifact?

Found this tonight in creek that runs through my property. I'm not exactly sure what the rock is. Maybe Jasper? It stood out on the banks of the creek, because everything is usually round and looks like river rock. I've found arrow heads etc, but none look like like this rock. I've hunted arrowheads in NV and it looks very similar to the material those arrow heads were made of, but plain (no fancy colors). I'm wondering if the marks on it are man made and if the rock is native to north east Pennsylvania?

Looks creek tumbled to me like Uniface said.
 

Thanks for the info. I'm happy to find out it was Jasper as I suspected. I was really curious if the marks on it are signs it was tooled at one point. I kind of suspected it was chipped off of a bigger piece. The marks are a little hard to see but they look like tool marks on it to me. They seem to all be going in the same direction.
 

It looks like Vera Cruz, Jasper, which is a Northeast PA location. There is even a little park there - no collecting allowed.
 

The chips are random chips from tumbling in the creek over time.
